Possible bad data in Operators.lst

When starting Cheetahwatch I get the following message on the console:
FATAL ERROR: No transition from E (this is a core parser error)
(from memory, so the exact text might differ)
In the debugger I saw it happened when parsing the Operators.lst
file.
It looks like some lines in the file are invalid CSV. Try searching
for ""
(two adjacent quotes) and you should find a few lines which look a
bit strange. After changing these lines and rebuilding, the error
disappeared.

- State changed from new to hold
- Tag set to carrier, csv
